Community Development Block Grant Program (CDBG)

The City of Deerfield Beach is a Community Development Block Grant Program (CDBG) entitlement community and receives an annual federal grant award from the U.S. Department of Housing and Urban Development (HUD). The CDBG funding aims to provide decent housing, a suitable living environment, and better economic opportunities for low to moderate-income City residents.

CDBG eligible activities must meet one of the following national objectives:

  1. Benefit low- and moderate-income persons
  2. Prevention or elimination of slums or blight
  3. Address community development needs have a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.

The City uses CDBG to fund activities that include but are not limited to the following:

  • Homeownership 
  • Economic Development 
  • Rehabilitation of residential and non-residential structures
  • Construction of public facilities and improvements
  • Public services

The administration of CDBG-funded programs and initiatives is managed by the City of Deerfield Beach Community Services Department.

Consolidated Plan & Annual Action Plan

In accordance with HUD requirements, the City of Deerfield Beach develops a Consolidated Plan with community input every five years to assess the City’s housing market conditions, identify affordable housing and community development needs, and provide strategies to address the needs. The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and federal and non-federal resources used each year to address the priority needs and specific goals identified by the Consolidated Plan.

The City of Deerfield Beach encourages citizen participation in the planning and development of the Consolidation Plan and Annual Action Plan. The Consolidation Plan and Annual Action plan are available for public review, input, and comment before adoption by the City of Deerfield Beach.

Citizen Participation Plan

The Citizen Participation Plan, developed in accordance with 24 CFR Section 91.105, outlines policies and procedures for public involvement in the planning, implementation, and evaluation of the City’s housing and community development programs funded through the Community Development Block Grant (CDBG).  The plan explains the opportunity all citizens have to participate in the process of preparing the Consolidated Plan, Action Plan, and the Consolidated Annual Performance Evaluation Report (CAPER) for CDBG activities along with any substantial amendments.

The HOME Investments Partnership Program (HOME)

The HOME Investments Partnership Program (HOME), funded by the U.S. Department of Housing and Urban Development (HUD), is the largest federal block grant to State and local governments designed exclusively to create affordable housing for low-income households. The City of Deerfield Beach is a recipient of HOME funds as a member of the Broward County HOME Consortium. The City of Deerfield Beach allocation through the program varies annually.  

The City utilizes HOME funds for the following activities:

  1. Homeowner rehabilitation;
  2. Purchase assistance

The administration of the City of Deerfield Beach HOME-funded programs and initiatives are managed by the City of Deerfield Beach Community Services Department.

State Housing Initiatives Partnerships (SHIP)

The State Housing Initiatives Partnership program (SHIP) is funded through the Florida Housing Finance Corporation. Funds are provided to local governments as an incentive to create partnerships that produce and preserve affordable homeownership and multifamily housing. The program was designed to serve very low, low, and moderate-income families. The City of Deerfield Beach allocation through the program varies annually. 

The administration of the City of Deerfield Beach SHIP activities and initiatives are managed by the City’s Community Services Department.

In accordance with SHIP requirements, the City of Deerfield Beach developed the Local Housing Assistance Plan to identify strategies to meet the affordable housing needs of our community. The City uses SHIP funds for the following activities:

  • Homeowner Rehabilitation
  • Purchase Assistance (i.e. down payment, closing cost assistance, and mortgage buy down)
  • Disaster Assistance
